Promo-LEX reports transparency issues in Moldovan Parliament

The human rights organization Promo-LEX has raised concerns regarding transparency and the legislative process during recent sessions of the Moldovan Parliament held on September 3 and 4. The organization noted that the sessions were characterized by the accelerated examination of several legislative initiatives.

According to Promo-LEX, five out of the eight laws voted upon failed to meet all requirements for public consultation. The organization also highlighted discrepancies between the approved agenda and the actual agenda published for the September 4 session, specifically regarding a bill on the provisional licensing of cereal and oilseed imports. This bill was voted on in its first reading on September 3 but appeared on the second session's agenda for a second reading without the change being properly reflected in the updated agenda.

Furthermore, the organization pointed out the rapid pace of certain legislative reviews, noting that for three initiatives, only two days passed between their registration in Parliament and their first reading. Opposition members from four parliamentary factions have criticized the limited time provided for document analysis and the formulation of amendments.
