Providence voters to decide on municipal divestment referendum

Voters in Providence, Rhode Island, will decide on a referendum this November regarding municipal investment policies. The measure proposes that the city refrain from investing in foreign countries deemed to be conducting “ethnic cleansing, apartheid, illegal military occupation, or genocide.”

While the ballot language does not explicitly name any specific nation, the initiative was led by the activist coalition Providence for Palestine. Both supporters and opponents have characterized the vote as a referendum on Israel and the global Boycott, Divestment and Sanctions (BDS) movement. If passed, Providence would become the largest American municipality to place such a divestment measure before the public.

The referendum would rely on resolutions from international and domestic bodies—including the United Nations Security Council, the International Court of Justice, and U.S. courts—to identify countries meeting the criteria for divestment. Providence Mayor Brett Smiley, an Israel supporter, opposes the initiative.
