Public Accounts Committees probe major financial irregularities in Ghana, Nigeria, and Uganda

Public Accounts Committees (PAC) across Ghana, Nigeria, and Uganda are intensifying scrutiny of government financial management following various audit reports.

In Ghana, the PAC has suspended consideration of two high-profile reports—one concerning the Embassy in Washington, D.C., and another regarding the 13th All African Games—after the Auditor-General withdrew them for corrections. The committee is currently focusing on a 2025 audit report identifying GH¢5.2 billion in financial irregularities, GH¢4.8 billion of which are linked to tax infractions. Additionally, the Central Regional Coordinating Council is under investigation for processing GH¢14.88 million in payment vouchers outside the official Ghana Integrated Financial Management Information System (GIFMIS).

In Nigeria, the House of Representatives PAC has issued a final summons to officials of the six Abuja Area Councils. The committee is investigating alleged financial infractions involving approximately N100 billion, including the understatement of revenue and failure to remit withholding taxes.

In Uganda, the PAC is investigating the Ministry of Finance regarding Shs357 billion in tax incentives paid on behalf of select companies. The committee is also questioning the ministry over Shs20.25 billion spent on fuel and vehicle maintenance, seeking to determine if these expenditures represent value for money.
