Public administration modernization faces regional and digital challenges

Experts and analysts are highlighting the challenges of modernizing public administration in Angola and Portugal, noting that digital transformation alone is insufficient for true efficiency.

In Angola, specialist Denílson Duro warns that inequalities between municipalities could stall the modernization of public services. He argues that digital systems cannot succeed without addressing disparities in human resources and infrastructure. Many municipalities lack essential technical staff in areas such as accounting, planning, and economics. Duro suggests that a differentiated approach is necessary because the administrative capacity and development levels vary significantly between regions, stating, “We have an Angola in the midst of several Angolas.”

In Portugal, discussions regarding state reform emphasize that digitalization does not automatically equate to modernization. Critics argue that previous reforms often merely moved bureaucracy from physical counters to digital interfaces without improving speed or effectiveness. For future reforms to succeed, they must move beyond declarative plans and focus on operational improvements, such as interoperability between systems, cybersecurity, and designing services based on the citizen's experience rather than internal institutional logic.
