Public investment declines in Coahuila and La Libertad
Public investment levels have seen significant declines or execution challenges in Coahuila, Mexico, and La Libertad, Peru.
In Coahuila, the 2026 public investment budget fell to 2.58% of the total state budget, the lowest proportion recorded since 2005. While the overall budget grew by 9.0% compared to the previous year, the specific allocation for public investment dropped by 49%, falling from 3,967.2 million pesos in 2025 to 2,204.9 million pesos in 2026.
In the La Libertad region of Peru, budget execution remains low. Between January and July, the Regional Government (GORE) executed only 34% of its annual public investment budget, a 9.8 percentage point decrease from the same period in 2025. Local municipalities executed 30.9% of their allocated funds. Economists note that between 2023 and 2025, the region failed to execute S/ 3,382 million in activities and projects. Municipalities have attributed these low execution rates to a lack of technical assistance and training.
