Public procurement risks and Region Gotland rule violations

Public procurement processes face ongoing scrutiny regarding the frequency and impact of legal reviews. Statistics from 2024 indicate that while 3,738 legal review cases were registered, only approximately 5 percent of the 17,575 announced procurements were subject to review. The risk of review varies significantly by contract value: less than 2 percent for procurements under one million SEK, compared to over 12 percent for those exceeding 150 million SEK.

In a specific instance involving Region Gotland, the administration bypassed standard procurement rules to expedite urgent renovations at the Rävhagen ice rink. This decision led to budget overruns and the commencement of construction work without formal permits. Officials acknowledged that time pressure caused them to prioritize schedules over formal processes, resulting in a proposed internal penalty fee of 345,000 SEK.
