Public security contracts awarded in Guanajuato and Antigua Guatemala

In Guanajuato, Mexico, the Secretariat of Security and Peace has awarded over 12 million pesos in contracts to Blindajes Urbanos S. A. de C. V. during 2025. The company, owned by Francisco Arturo Ávila Rosas, provides training services and radio communication equipment maintenance. The contracts included 19 courses covering topics such as criminal investigation, the legitimate use of force, and gender violence. While the Secretariat stated that the procurement followed legal and technical requirements through a competitive process involving three providers, the connection between the owner and a Morena federal deputy has drawn attention.

In Antigua Guatemala, the Municipality of Antigua has awarded a contract worth over 45.6 million quetzales to Sistemas Informáticos de Aplicaciones, S.A. for a comprehensive videovigilance system. The three-year contract provides access to an intelligent surveillance infrastructure featuring facial recognition, license plate recognition, and drone monitoring. This move follows a legal dispute with FundaAntigua, a private organization that previously managed a 500-camera network for the city. The municipality stated the acquisition aims to reduce property crimes and improve the perception of security, asserting that public safety responsibilities must rest with local authorities rather than private entities.
