Puebla Congress bans humiliating child‑rearing punishments
The Commission of Procuración y Administración de Justicia of the Puebla State Congress approved two legislative proposals. One amends the State Civil Code to explicitly prohibit humiliating punishments as a method of child rearing, aligning the code with the federal General Law on the Rights of Children and Adolescents and the state’s own child‑protection law. The reform also replaces the outdated term “auto de formal prisión” with “auto de vinculación a proceso” to harmonise procedural language with the national criminal justice system.
A second proposal revises the State Penal Code to increase penalties when a pregnancy results from rape or sexual assault, reflecting the added medical, psychological and social harms faced by victims. The initiatives were drafted by deputies José Miguel Trujillo de Ita, Óscar Mauricio Céspedes Peregrina and deputy Nayeli Salvatori Bojalil, and were supported by several other legislators during the session.
