Puebla Congress seeks to amend Supreme Court ruling on transgender minors

The Supreme Court of Mexico issued a ruling on 7 March directing Mexican states to adjust their civil codes so that children and adolescents can change their birth certificates to reflect their self‑identified gender. The decision mandates a free, confidential, and swift procedure, with mandatory involvement of the Child Rights Prosecutor and an alternative legal path when parents refuse consent.

Pavel Gaspar Ramírez, president of the Puebla State Congress, called the ruling’s guidelines “excessive” and said the Morena‑led bench is already drafting a modification with the incoming Supreme Court president, Hugo Aguilar Ortiz. The congress expects an official legal response within 72 hours and plans to propose a reform that aligns the state code with the court’s mandates while addressing the concerns raised by its members.
