Puebla Congress to prioritize ISSSTEP housing credit reform

The Puebla State Congress, led by Pável Gaspar Ramírez, has pledged to prioritize a legislative reform that would allow the Institute of Social Security and Services for State Workers (ISSSTEP) to build and sell low-cost housing.

The initiative, proposed by Governor Alejandro Armenta, aims to provide approximately 70,000 state workers with accessible housing credits, potentially starting as early as 2027. Cabinet Coordinator José Luis García Parra noted that the reform would allow the institute to utilize 1,000 million pesos currently restricted from such purposes to fund direct construction and financing.

Legislators intend to accelerate the process so that beneficiaries could access credits within four months of approval. The reform will be analyzed alongside the Secretariat of Planning, Finance, and Administration to ensure budgetary sufficiency and to guarantee that new credit schemes do not compromise pension funds for retired workers.
