Puebla lawmakers face opposition over trans‑minor recognition reforms

The National Action Party (PAN) in the Puebla state congress announced it will vote against any initiative to legally recognize trans minors, arguing that the Supreme Court of Justice of the Nation is exceeding its authority by ordering changes to the state civil code. PAN legislator Marcos Castro Martínez said, “We are not in agreement with what the Court is defining… it is an excess of the Court because it is going beyond its competence.”

The Archdiocese of Puebla also publicly rejected the proposed reform, warning that allowing children and adolescents to change their name and gender on official documents could have lasting psychological effects and set a precedent for further measures such as gender‑affirming surgeries for minors. Archbishop Jorge Barrientos stated, “It worries that the approval of this law could be a gateway to other initiatives like surgeries for minors who lack the maturity to decide.” The church called for a broader debate involving medical, psychological, bio‑ethical, legal, and educational experts, as well as civil society and religious groups.
