Puebla legislators propose new anti‑discrimination measures on religious intolerance and municipal staff training

Deputy Marcos Castro Martínez introduced a bill to amend Puebla's Law for Preventing and Eliminating Discrimination. The proposal would add a new provision defining religious intolerance as discrimination motivated by hatred or prejudice toward a person's real or perceived religion, covering harassment of clergy, faithful, symbols and worship sites, and expanding penalties for any distinction based on faith.

Deputy Kathya Sánchez Rodríguez presented a decree amendment to the Municipal Organic Law of Puebla that would require permanent training of municipal employees on human‑rights, gender perspective, non‑discrimination and inclusion. The aim is to improve service delivery to priority groups and eliminate systemic barriers to rights.
