Puebla legislators seek to repeal controversial helmet law

Legislators in Puebla are moving to address controversies surrounding the ‘Ley Casco’, a mobility law requiring motorcyclists to wear helmets equipped with a chip or serial number to identify drivers and prevent crime.

Delfina Pozos Vergara, a deputy from the Institutional Revolutionary Party (PRI), announced an initiative to repeal the law. She argued that the requirement stigmatizes motorcyclists, violates their privacy by linking personal data to equipment that could be stolen, and was passed without public consultation.

Currently, the mandate for the helmet chip and hologram remains suspended. Following discussions between the Transport Commission and motorcycle groups, Elpidio Díaz Escobar, president of the commission, stated that the suspension will continue until at least November 10. During this period, the commission will analyze alternative regulatory options and address other points of contention, such as restrictions on delivery drivers and requirements regarding helmet removal when dismounting.
