Costa Rica energy reform stalled by university funding dispute

Costa Rican political negotiations regarding the National Electrical System Harmonization Law have reached a stalemate. The Liberación Nacional (PLN) party has conditioned its support for the energy reform on the government's restoration of funding to public universities, following proposed budget cuts that could impact approximately ₡26,000 million in resources.

Business organizations, including the Cámara de Industrias and Uccaep, have criticized this approach, stating that energy modernization and higher education funding are distinct national priorities that should not be used as political bargaining chips. While the Pueblo Soberano (PPSO) party previously reached a tentative agreement with the PLN to advance the energy bill, the PLN's new conditions have disrupted the process.

Separately, the administration faces legal and political scrutiny. A criminal complaint has been filed against President Laura Fernández and Minister Rodrigo Chaves regarding the alleged illegal appointment of the Director of National Intelligence and Security (DIS), with claims that the appointee lacks the required police rank. Additionally, opposition leaders have raised concerns regarding security protocols and potential links between elite security units and organized crime.
