Puerto Rico House approves ban on separate promoter and venue fees

The Puerto Rico House of Representatives has approved House Bill 1031, which establishes the ‘Ticket Sales Transparency Law for Public Shows.’ This legislation prohibits the separate charging of fees such as ‘promoter fees’ and ‘venue fees’ to consumers, aiming to reduce the inflated costs of entertainment for local families.

Under the new measure, the only permitted exceptions are service fees related to the direct technological management of ticket issuance and legally applicable taxes. The Department of Consumer Affairs (DACO) previously determined that promoter fees are added to the artist's compensation and charged directly to the consumer rather than being a third-party cost.

Additionally, House Bill 429 has been introduced to ensure consumers receive full refunds, including service fees and sales tax, in instances where scheduled shows are suspended or canceled.
