Puerto Rico legislature approves age of majority reduction and penal code amendments

The Puerto Rico Senate has approved Senate Bill 1245, which proposes reducing the civil and administrative age of majority from 21 to 18. This change would grant young adults the capacity to marry, consent to medical treatments, enter into commercial activities, and execute holographic wills without parental consent.

To prevent the loss of essential services, the measure specifies that reaching age 18 will not automatically terminate alimony, medical coverage, special education, or social assistance. The Administration for the Support of Minors (ASUME) will maintain jurisdiction over alimony until age 21, and potentially until age 25 under specific academic conditions.

Separately, the House of Representatives approved Senate Bill 465, which amends the Puerto Rico Penal Code to include the crime of obstructing public authority. This applies to individuals who refuse to authenticate criminal digital content voluntarily posted on social media. Additionally, House Bill 1386 was approved to extend a ten-year statute of limitations to crimes of fraud, money laundering, and aggravated illegal appropriation involving amounts of $50,000 or more.
