Puglia construction sector faces slowdown amid policy gaps

Ignazio Savino, general secretary of Fillea CGIL Puglia, has called for a new industrial and construction policy following the conclusion of the Bonus 110 and PNRR incentive eras. He noted that while the construction sector drove a 3.4% growth in value added in Puglia in 2025—outperforming the regional economy's 0.4% growth—a slowdown is already emerging.

According to Ance, real construction investments fell by 0.4% in 2025, and hours worked decreased by 0.7%. Savino emphasized the need for structural, multi-year incentives to implement the European ‘Case Green’ directive, which aims to improve building efficiency and reduce energy costs. He warned that Italy has faced European infringement procedures due to delays in adopting these standards.

Furthermore, concerns were raised regarding the implementation of PNRR funds in Puglia, where only 18% of total resources have been utilized, compared to a national average of 72%.
