Puls case: Expert testifies on fire causes and building failures

During a court session regarding the ‘Puls’ case, construction expert Goran Markovski, a professor from the Faculty of Civil Engineering in Skopje, testified regarding the causes and consequences of a fire.

Markovski testified that the condition of the building when it was leased in December 2012 was not the cause of the fire consequences observed in 2025. The investigation has highlighted several regulatory and technical failures, including a lack of proper technical documentation, absence of professional supervision, and inadequate quality control.

Additional findings indicated that necessary fire protection measures were not implemented, and inspections by both construction authorities and the Directorate for Protection and Rescue were not conducted. Furthermore, the Ministry of Internal Affairs granted approval despite deficiencies in communication solutions.
