Puno Governor disputes responsibility for hospital budget shortages

Richard Hancco, the regional governor of Puno, has denied responsibility for the lack of funding affecting hospitals in Juli, Huancané, and Ilave. Hancco stated that while the Regional Government executes construction projects, the Ministry of Health (MINSA) is responsible for budget programming. He suggested that regional councilors direct their grievances to Lima, noting that funds may need to be secured through the 2027 budget law or modified institutional budgets.

In contrast, former regional councilor Isidro Pacohuanaco has criticized the governor for the paralysis of the Materno Infantil Hospital in Juliaca. Pacohuanaco claims the hospital's infrastructure is between 80% and 90% complete but remains unfinished due to a lack of necessary equipment. He further questioned the progress of other priority projects, including an oncology hospital, the treatment of the Torococha River, and segments of the second ring road in Juliaca, alleging a lack of transparency and failed commitments during the current administration.
