Puno region faces medium-high public integrity risk

The Puno region in Peru has been classified as having a medium-high risk of public integrity, according to the 2026 Subnational Integrity Risk Index (IRIS) released by the Instituto Peruano de Economía (IPE). The report highlights significant challenges in public management, specifically regarding investment projects and administrative efficiency.

Key findings indicate that 34.6% of investment projects in Puno are atomized, consisting of small-scale works valued at 500,000 soles or less. Additionally, 31.3% of the region's public contracting is conducted through minor purchases, which exceeds the national average of 24.9%. While the region saw a reduction in contracts with only a single bidder—dropping from 47.9% in 2019 to 21.8% in 2025—and a slight increase in citizen approval of regional management, institutional trust remains low. The IPE notes that Puno faces ongoing difficulties in responding to corruption cases and managing public service quality.
