Putin signs decree for state control of critical infrastructure

Russian President Vladimir Putin has signed a decree allowing the state to temporarily take control of critical infrastructure if private owners fail to protect sites from Ukrainian drone attacks or neglect necessary repairs. The measure targets sectors including energy, fuel, communications, transport, and logistics.

Deputy Prime Minister Denis Manturov stated the decree does not imply nationalization or changes in ownership, but rather the “involvement of the state in the management of an enterprise to solve specific security problems.” He emphasized that decisions would be targeted and made at the highest level.

Analysts suggest the move is a tactical response to escalating Ukrainian drone strikes on Russian oil refineries and fuel facilities, which have caused shortages and economic pressure. Some experts believe the decree pressures reluctant private owners to reinvest in repairing facilities that have been repeatedly targeted.
