Chile municipal “Caso Sobresueldos” leads to administrator dismissal, fines and investigation

An administrative investigation into the “Caso Sobresueldos” at a Chilean municipality released a decree detailing serious irregularities. The decree recommends the dismissal of former municipal administrator Francisco Torres for gravely neglecting his duties, which allegedly allowed irregular salary bonuses, contracts without technical justification and improper extensions of labor contracts. It also orders a 25 % salary fine for Human Resources chief Ignacio Quiroz. While the report clears several hired advisors of sanctions, it notes “grave irregularities” and leaves open the possibility for appeals before the mayor makes final decisions. The document, circulated via WhatsApp, includes statements from municipal secretary Gladiela Matus and from advisor Iván Soriano, who claimed total innocence. The case remains unresolved pending further review.
