Qcells expands Georgia solar factory amid shifting U.S. policies

The Qcells factory in Cartersville, Georgia, is expanding its operations to bring the entire solar panel production process under one roof. This expansion marks a significant milestone for the U.S. solar industry as it attempts to build a domestic supply chain to compete with China’s market dominance.

The facility has faced shifting federal policy landscapes. Under the Biden administration, the 2022 Inflation Reduction Act provided tax credit bonuses to encourage domestic solar manufacturing. In contrast, the Trump administration is moving toward a “stick approach,” planning to implement new tariffs and minimum import prices on polysilicon, a key solar cell ingredient, starting in December.

Industry experts note that while establishing a full domestic supply chain is critical for national security and job creation, the constant changes in U.S. policy have created challenges for manufacturers.
