Qivalis secures Dutch EMI license for euro stablecoin

Qivalis, an Amsterdam-based consortium of 37 European banks, has secured an Electronic Money Institution (EMI) license from the Dutch central bank, De Nederlandsche Bank (DNB). This authorization allows the group to issue euro-denominated electronic money tokens (EMTs) under the European Union’s Markets in Crypto Assets (MiCA) regulatory framework.

The proposed stablecoin will follow a full reserve model, pegged 1:1 to the euro, to facilitate blockchain-based payments and settlements for institutional participants. The consortium includes major financial institutions such as ING, BBVA, BNP Paribas, UniCredit, and several Spanish banks.

While the license is a major regulatory milestone, Qivalis must still complete further MiCA-mandated steps, including the publication of a white paper, before official issuance begins. The company intends to distribute the tokens through a business-to-business model involving commercial banks, exchanges, and payment service providers, rather than through direct retail sales.
