Qom Province officials call for civil defense integration in urban projects

During the fifth meeting of the Qom Province Planning and Development Council, officials emphasized the necessity of integrating civil defense requirements into the planning and execution of urban development projects. Mehdi Motaghian, Director General of Civil Defense for Qom Province, stated that lessons learned from recent conflicts highlight the need for infrastructure resilience and the continuity of vital services.

Motaghian argued that civil defense considerations must be addressed during the initial stages of development—including site selection, studies, and design—rather than as an afterthought during crises. He noted that incorporating these requirements early is more cost-effective than retrofitting infrastructure after completion. The goal is to ensure sustainable and secure development that can maintain public services during threats or crises.
