Quad advances Indo-Pacific disaster-relief logistics network
The Quad partners—Australia, India, Japan, and the United States—have made significant progress in operationalizing the Quad Indo-Pacific Logistics Network (IPLN) following a tabletop exercise in Tokyo. Hosted by Japan’s Ministry of Defence on September 3–4, the exercise focused on natural-disaster scenarios to enhance coordination and interoperability for civilian humanitarian assistance and disaster relief (HADR) operations.
Participants worked toward establishing standard operating procedures (SOPs) to provide the IPLN with a formal institutional framework. This initiative, originally introduced at the September 2024 Quad Leaders’ Summit, aims to pool the existing logistical assets of the four nations to ensure rapid and efficient responses to large-scale emergencies across the Indo-Pacific region.
The Tokyo drill builds upon previous engagements, including a tabletop exercise in Hawaii in April 2025 and a field training exercise in Guam in December 2025. During the discussions, the delegations also addressed mechanisms for coordinating crisis response and expressed condolences to populations affected by recent flooding events.
