Quang Ngai's Thiên Đàng Ecotourism Project Stalled After Two Decades

The Thiên Đàng ecotourism complex on Quang Ngai's coast was approved in 2005 with a planned area of more than 286 ha and a registered capital of nearly VND 200 billion. The investor, CP Đầu tư và Phát triển Nam Quảng Nam, completed land compensation for Phase 1 (over 32 ha, called Thiên Đàng Bốn Mùa) and began commercial operations, but the facilities have since fallen into serious disrepair.

Phase 2, covering about 74 ha of seasonal zones, still lacks compensation and land‑clearance work. Local authorities – the Dung Quất Economic Zone Management Board and Quang Ngai industrial‑zone agencies – cite natural disasters, storms and procedural bottleneities as obstacles. In June, the investor pledged to repair Phase 1 structures and submit a project‑adjustment dossier by 30 July, with repair work expected to finish in September. The agencies warned that failure to meet these deadlines will trigger coordinated enforcement actions.

Provincial leaders have called for a definitive resolution to halt prolonged waste of public resources and to revive the long‑promised tourism development.
