Quang Ninh administrative reforms show results after one year

After one year of implementing a two-level local government model in Quang Ninh, Vietnam, the province has seen significant restructuring and administrative improvements. The model has streamlined the organizational apparatus, reducing the number of communes, wards, and towns from 171 to 54. Additionally, the province has reduced six provincial-level specialized agencies, one administrative organization, and 241 public service units.

This restructuring has increased decentralization, allowing local authorities to handle tasks more autonomously. For example, in Thien Cam commune, officials have taken on expanded roles covering diverse sectors such as disaster prevention, environmental management, traffic safety, and taxation. While this increased workload places higher pressure on civil servants to master new professional requirements, it allows for more proactive problem-solving at the grassroots level.

Administrative efficiency has also improved, with 100% of administrative procedures available online and over 90% of records processed electronically. The rate of resolving procedures on time or ahead of schedule has reached over 98%. Furthermore, the implementation of non-geographical administrative services allows citizens to choose convenient locations for certain procedures rather than being restricted to their place of residence.
