Quang Ninh bans unauthorized school and class funds

The Quang Ninh Department of Education and Training has ordered schools to cease the unauthorized establishment of various 'class funds' and 'school funds.' Following public feedback regarding improper collection and usage of contributions, the department has mandated a comprehensive review of all revenues collected since the start of the 2026-2027 school year.

This review covers all funds, including those solicited by teachers, parent representatives, or individuals, even if they are not recorded in official school accounting books. Schools are prohibited from using names such as 'activity funds,' 'reward funds,' or 'study encouragement funds' to collect money from parents. Additionally, schools are forbidden from publicly listing parents who have not paid to exert pressure.

If any improper collections are identified, schools must immediately stop the practice and develop a plan to refund the money to the contributors. The department emphasized that parent representative funds must be based on voluntary support and legal sponsorship, rather than fixed minimum amounts or mandatory quotas.
