The province is emphasizing the responsibility of leaders, using final results as the primary metric for task completion to prevent delays or the shifting of responsibility between departments.

Following a year of operating under a two-level local government model, the organizational structure in Quang Ninh has stabilized. The province is also preparing for the operation of the Quang Ninh city government model scheduled for September 1, 2026, by updating administrative procedures, digital certificates, and information systems to ensure uninterrupted services for citizens and businesses.
