Quang Ninh police arrest man for 5.3 billion VND export fraud

Police in Quang Ninh have arrested Truong Minh Hieu, born in 2005, for the crime of “fraudulent appropriation of property.” Hieu allegedly deceived a couple by claiming he had connections with customs and border guard officials to facilitate the export of dried areca nuts through the Cao Bang province border gate.

Between May and August 2025, the victims transferred a total of over 5.38 billion VND to Hieu. To maintain the deception, Hieu fabricated relationships with authorities and forged a 130 million VND transfer receipt. After the fraud was discovered, Hieu only partially returned the funds, leaving approximately 3.21 billion VND unrecovered. The stolen money was reportedly used for personal shopping, business, and other expenses. The Quang Ninh Police are continuing their investigation into the matter.
