Quang Ninh police prosecute group for illegal exit of Chinese nationals

The Quang Ninh City Police Security Investigation Agency has completed its investigation and recommended prosecution for Pham Van Nguyen, Hoang Thi Tap, and several accomplices for the crime of “organizing illegal entry for others.”

On February 24, 2026, the group received instructions via Telegram to pick up 17 undocumented Chinese nationals in the Viet Hung and Hoanh Bo areas. The individuals were transported to a residence to await arrangements for illegal departure to China. While some individuals left the site, others were moved to a local guesthouse to facilitate their illegal exit.

The suspects admitted to their crimes, stating they were motivated by high payments despite knowing their actions violated the law. Investigations are ongoing to determine the full extent of their activities.
