Quebec Liberal Party pledges 100,000 new homes annually

The Quebec Liberal Party (PLQ), led by Charles Milliard, has announced major platform commitments regarding housing and infrastructure during the election campaign.

To address the housing crisis, the PLQ aims to build 100,000 housing units annually, doubling the current construction rate. The plan focuses on increasing prefabricated unit production through financing from the Société d’habitation du Québec (SHQ) and interest-free loans from Investissement Québec to help companies modernize production lines. Additionally, the party intends to demand faster permit processing from municipalities.

Regarding infrastructure, Milliard pledged to dedicate 75% of the Quebec Infrastructure Program (PQI) to asset maintenance, with a goal of ensuring 80% of infrastructure is in a “satisfactory” state or better. The PLQ proposes increasing the PQI to $195 billion over a 25-year period starting in 2027 to provide greater predictability, contrasting with the current 10-year model. The party also plans to consolidate approximately 200 municipal infrastructure financing programs to save time and money for cities.
