Quebec municipalities implement new urban planning and development measures

Municipalities in Quebec are implementing new urban planning measures to manage growth and infrastructure.

Saint-Jean-sur-Richelieu has begun implementing a new urban planning plan aimed at improving living environments, protecting natural heritage, and supporting economic development. The plan, which replaces a 2007 version, will undergo adoption in November. This will lead to a revision of urban planning regulations starting in summer 2027, with full implementation expected by early 2028. During this transition, certain discretionary requests may be temporarily suspended.

In Drummondville, officials have imposed a moratorium on large residential projects in the Saint-Charles sector. Mayor Jean-François Houle stated the measure is a preventive step because the current water main serving the area may soon reach capacity. The moratorium specifically targets requests for zoning amendments for multi-unit buildings with more than four units and mobile homes. Projects already in the pipeline that comply with current regulations and fire safety standards will continue to be processed.
