Quebec to tighten prison discipline and introduce mandatory uniforms

The Government of Quebec has announced new regulations aimed at strengthening security within provincial correctional facilities. Effective September 28, the measures include stricter disciplinary rules and a pilot program for mandatory institutional clothing.

Under the new rules, correctional staff will have expanded powers to report infractions, specifically regarding prohibited items or substances delivered via drones. Disciplinary committees will also have increased latitude to sanction serious offenses, such as the introduction of cell phones or damage to infrastructure. Potential sanctions include community service, suspension of canteen privileges, or extended periods of isolation, though officials noted that the physical and psychological health of detainees will be considered.

A 12-month pilot project regarding mandatory uniforms will be launched at the Roberval Detention Centre. Inmates will be required to wear institutional clothing, such as grey shorts, shirts, and tracksuits, and will be responsible for the manufacturing and cleaning of these garments. The ministry stated that eliminating personal clothing is intended to reduce the risk of contraband trafficking and gang-related symbolism, while also facilitating body searches.
