Querétaro police academy project sparks federal sovereignty debate

A controversy has emerged regarding the construction of an International Police Training Academy in Querétaro, Mexico, following the participation of U.S. Ambassador Ronald Johnson in its groundbreaking ceremony. President Claudia Sheinbaum raised concerns that the project might bypass federal protocols, specifically requiring authorization from the Ministry of Foreign Affairs and the High-Level Security Group for any international cooperation involving foreign agencies.

Querétaro Governor Mauricio Kuri González defended the project, stating that the event was merely protocolary and did not constitute a formal agreement for foreign agents to operate in the state. He emphasized that the academy is 100% state-funded and that the administration will adhere to all federal legal requirements and study plan approvals. Kuri denied any fracture in his relationship with the federal government, noting he has communicated with the Foreign Minister and the Secretary of Security.

Political tensions have escalated, with Morena party leaders accusing PAN-led state governments of using security cooperation as a pretext to promote foreign interference. Conversely, the U.S. Embassy highlighted a long history of successful security collaboration in Querétaro, noting that over $10 million has been invested in training and equipment since 2015 to combat cartels and organized crime.
