Quintana Roo government linked to fuel smuggling contract network

An investigation by Mexicanos contra la Corrupción y la Impunidad (MCCI) alleges that the government of Quintana Roo and several municipal administrations awarded over 150 million pesos in public works contracts to companies linked to fuel smuggling networks.

The investigation highlights that between 2023 and 2024, contracts for urban works, lighting, and school infrastructure were granted to five companies. These entities reportedly share business links, addresses, or partners with Tabasco Capital, a firm identified by the Attorney General's Office (FGR) as a shell company involved in 'huachicol' (fuel smuggling) operations.

One specific contractor, Construindustrial y de Servicios SIMMA, which received a significant portion of the funds, has commercial ties to JSC Servicios Aduanales. This Tamaulipas-based importer has been implicated in multiple journalistic investigations regarding fuel smuggling at borders and ports, including connections to a massive seizure of 10 million liters of diesel in Tampico.
