Quito Municipality denies involvement in dog tar incident

The Municipality of Quito has rejected allegations that municipal machinery was responsible for an incident involving a dog trapped in hot tar during repaving works on Ruta Viva. Following reports circulated on social media by the Amigos de Lucas Shelter, the Metropolitan Public Company of Mobility and Public Works (EPMMOP) conducted technical and operational verifications.

The Municipality stated that there is no record of the reported event occurring. Officials highlighted two specific inconsistencies in the photographs used to link the incident to municipal equipment. First, they claimed the machinery shown in the images does not belong to EPMMOP and possesses different characteristics than institutional equipment. Second, they noted an inscription in a foreign language in the upper right corner of one photograph, which does not match municipal identification.

EPMMOP reiterated that it maintains safety protocols during roadworks to protect pedestrians, drivers, workers, and animals. The administration urged the public to verify information before spreading accusations.
