Quảng Ngãi’s Thiên Đàng Ecotourism Project Stalls After Two Decades

The Thiên Đàng Ecological Tourism Zone in Bình Sơn commune, Quảng Ngãi province was granted investment approval on 1 January 2005 and later adjusted in 2009. Covering more than 286 hectares with a registered capital of nearly VND 200 billion, Phase 1 (over 32 ha, “Thiên Đàng Bốn Mùa”) completed compensation, land‑use registration and began operations, but after years of inactivity the facilities have fallen into serious disrepair.

Phase 2, about 74 ha comprising seasonal sub‑zones, remains without compensation or land clearance. The project’s progress has been hampered by natural disasters, major storms and difficulties in land acquisition, as noted in a 2021 provincial audit. The managing board of the Dung Quất Economic Zone and Quảng Ngãi Industrial Zone has repeatedly urged the investor, Nam Quảng Nam Investment and Development JSC, to submit a project amendment and to repair Phase 1 structures. The investor reports repairs are underway and aims to finish by September, with the amendment file due by 30 July. Local officials, including delegate Đào Duy Khánh and provincial assembly chair Nguyễn Đức Tuy, have called for decisive action to prevent the coastal “golden land” from remaining abandoned.
