Quảng Ninh education reforms and human resource development

Minister of Education and Training Hoàng Minh Sơn recently conducted a working session in Quảng Ninh to review the province's educational development and human resource training. The province has implemented significant reforms, including a restructuring of public educational institutions that has reduced the number of administrative units by approximately 49.12% as of October 2025.

Quảng Ninh has established several specialized educational policies, investing nearly 800 billion VND annually to support over 539,000 students and teachers. These measures include free textbooks, school milk programs, and lunch support for students in ethnic minority, mountainous, and island areas. Additionally, the province is piloting free electric school buses and exploring the use of English as a second language in select institutions.

Quảng Ninh Party Secretary Quản Minh Cường emphasized the necessity of aligning higher education, specifically at Hạ Long University, with the local demand for high-quality human resources. The leadership aims to ensure that graduates possess the professional skills and adaptability required to drive the region's socio-economic development goals.
