Istanbul Summit: Eight nations call for diplomatic solutions to regional conflicts

Foreign ministers from eight countries—comprising the R4 group (Saudi Arabia, Türkiye, Egypt, and Pakistan) and the E4 group (United Kingdom, France, Germany, and Italy)—met in Istanbul on October 23, 2026, to address escalating regional tensions.

The ministers issued a joint communique emphasizing the need for diplomatic negotiations and adherence to United Nations resolutions to resolve ongoing conflicts. Key discussions focused on the Israel-Palestine conflict, with the group calling for an immediate two-state solution based on the 1967 borders and East Jerusalem as the capital. They also addressed the potential for conflict to spread between the United States, Israel, and Iran.

Regarding maritime security, the ministers expressed grave concern over tensions in the Bab el-Mandeb, the Strait of Hormuz, and the Black Sea. They highlighted the necessity of ensuring freedom of navigation to protect global supply chains, energy flows, and food security. Additionally, the group condemned Houthi militia attacks against Saudi Arabia, the Yemeni government, and commercial vessels in the Red Sea, calling for an immediate cessation of military actions.
