Racibórz officials address potential cascading infrastructure risks
The Racibórz City Council's Committee for Municipal Economy, Environmental Protection, and Public Safety recently addressed concerns regarding potential cascading threats to local infrastructure. The discussion was prompted by correspondence from a resident highlighting the high concentration of critical facilities in the industrial zone near Łąkowa and Piaskowa streets.
Key facilities in the vicinity include the Racibórz Dolny reservoir, the Orlen Termika Silesia heating plant, local waterworks, and the Jelcz military manufacturing plant. The resident raised concerns that an accident, fire, or act of sabotage at the Jelcz plant—which is reportedly located approximately 50 meters from the Racibórz reservoir—could trigger a chain reaction, damaging the heating plant, water supply, or flood protection systems.
Stanisław Mrugała, head of the Crisis Management Bureau, clarified that while the municipality is responsible for public protection, warning, and evacuation, the direct security of the Jelcz plant is the responsibility of its owner. He noted that the city has requested data from Jelcz to integrate into crisis response plans. New threat analyses and response plans are expected to be developed following recent amendments to the Crisis Management Act.
