Racibórz resident faces legal battle after injury during flood relief

In Racibórz, a resident named Karol sustained a broken arm while attempting to clear municipal sewage drains during a summer storm to prevent flooding. Despite acting in good faith to protect communal property, the Municipal Department of the City Office refused to forward his claim to an insurance company. Officials argued that his actions were unauthorized and posed a risk to traffic and pedestrian safety, thereby absolving the municipality of responsibility.

Mirosław Lenk, a local councilor and former mayor, has criticized the decision, stating that such a strict bureaucratic interpretation discourages civic engagement and neighborly solidarity. Lenk noted that the city's refusal to allow an initial insurance assessment, instead directing the injured resident toward legal action, is inappropriate.
