The case, handled by the Military Prosecutor's Office, concerns a helicopter acquired from the United Kingdom in 2017 as compensation for an aircraft that crashed in Moldova in 2016, an accident that killed four crew members.

Prosecutors allege that the aircraft was brought into Romania without completing necessary customs formalities, resulting in the evasion of VAT payments. The estimated loss to the state budget is reported to be between 4.4 million and 8 million lei, including interest and penalties. A total of 17 individuals are being investigated for offenses including complicity, instigation, and co-authorship of smuggling.

Arafat has denied all allegations, describing the charges as unjustified and suggesting the investigation is part of a smear campaign. He noted that all relevant institutions were informed of the helicopter's arrival and that no VAT demands were made for nine years. He stated his intention to defend himself within the limits of the law and decency.
