Rafael Caro Quintero hearing in New York ends without plea agreement

Rafael Caro Quintero, co-founder of the Guadalajara Cartel, appeared in a Brooklyn federal court on Wednesday for a proceeding that concluded without a plea agreement. The 15-minute hearing confirmed that the defense and U.S. prosecutors are engaged in active discussions to explore a potential agreement to avoid a trial.

Judge Frederic Block designated the case as complex, involving co-defendant Ismael Quintero Arellanes. This status provides more time for both parties to prepare. The court established a strict procedural calendar: defense motions are due by December 18, 2026; prosecution responses are due by January 22, 2027; and final replies must be submitted by February 5, 2027. The trial is formally scheduled to begin in March 2027.

Caro Quintero, 73, faces multiple federal charges, including international narcotics conspiracy, illegal use of firearms, and involvement in the 1985 kidnapping, torture, and murder of DEA agent Enrique 'Kiki' Camarena. Due to security concerns, the prosecution has requested an anonymous and partially isolated jury. The defendant remains in custody in Brooklyn.
