Rafael Grossi gains ground in UN Secretary-General race

Rafael Grossi, the Director General of the International Atomic Energy Agency, has regained ground in the race to become the next United Nations Secretary-General. In the fourth informal straw poll conducted by the UN Security Council, Grossi secured eight supportive votes, placing him third in the standings.

Rebeca Grynspan of Costa Rica led the candidates with ten supportive votes, three negative votes, and two without opinion. Guyana’s Carolyn Rodrigues-Birkett followed in second place with eight supportive votes, six negative votes, and one without opinion. Grossi’s position improved from the previous round on September 18, where he had received only five supportive votes.

Other candidates included Olara Otunnu of Uganda and former Senegalese President Macky Sall, both of whom received five supportive votes. These informal polls serve to gauge support and identify potential vetoes from the five permanent members of the Security Council. A candidate must secure at least nine supportive votes and avoid a veto to be formally recommended to the General Assembly. The successor to António Guterres is expected to begin a five-year term on January 1, 2027.
