Rai license fee arrears exceed 102 million euros in 2023
In 2023, the number of users in arrears regarding the Rai license fee surpassed 1.14 million, with unpaid amounts exceeding 102 million euros.
Data from the report on the shadow economy and tax evasion, attached to the Public Finance Programming Document presented to Parliament, indicates a shift in the nature of non-payment. While the integration of the license fee into electricity bills has significantly reduced outright evasion—where users failed to declare television ownership—it has led to an increase in 'morosità' (delinquency).
Unlike outright evaders who leave no trace in the system, delinquent payers have a recognized debt. This distinction allows for compulsory collection, though the process requires administrative resources and procedures that may not always match the rate of debt accumulation.
