Raúl Mérida proposes emergency response reforms to FEMP
Raúl Mérida, the Commissioner for Recovery, has proposed a series of national regulatory changes to the Spanish Federation of Municipalities and Provinces (FEMP) to strengthen emergency response capabilities. Drawing on lessons learned from the Generalitat's management of the DANA recovery, Mérida emphasized the need for legislative reforms that ensure greater speed, efficiency, and legal certainty during crises.
One key proposal is the automatic suspension of administrative and judicial deadlines for citizens following the declaration of a severe emergency. Mérida argued that individuals facing catastrophes should not be burdened with administrative formalities while attempting to recover their homes or livelihoods. Additionally, he advocated for greater flexibility in the Public Sector Contracts Law to allow emergency procurement to extend beyond mere infrastructure replacement.
