Ramo Isak seeks legal framework for gender change in Bosnia's Federation

Federal Minister of Interior Ramo Isak has asked the Federation of Bosnia and Herzegovina's government and the Federal Ministry of Health to draft legislation governing the medical and administrative procedures for gender change. He noted that a growing number of citizens have applied to change the gender marker and personal name in birth registers after undergoing gender‑affirming surgery abroad, but the process is not currently regulated in the Federation.

Isak said the new rules should define how medical documentation is collected, verified and used to support the administrative steps of changing the gender marker and personal name in civil records. The responsibility now lies with the Ministry of Health to create the legal framework and to validate foreign medical certificates, enabling a clear and efficient procedure for affected individuals.
