Rand Paul blocks Senate passage of Kids Online Safety Act
Senator Rand Paul blocked a bipartisan attempt to pass the Kids Online Safety Act (KOSA) in the Senate through unanimous consent on Wednesday. The move prevented the legislation, S. 1748, from clearing the chamber via an expedited procedure before lawmakers departed for the midterm election recess.
Paul, a Republican from Kentucky, cited First Amendment concerns, arguing that the bill’s “duty of care” standard could compel online platforms to restrict constitutionally protected speech. While Paul acknowledged the intent to protect children, he described the measure as a “Pandora’s box of unintended consequences.”
The bill, supported by Senators Richard Blumenthal and Marsha Blackburn, aims to require online platforms to implement features that mitigate harms to minors, such as sexual exploitation, suicidal behavior, and eating disorders. The delay leaves the future of the legislation uncertain as the Senate is scheduled to conduct only pro forma sessions until returning after the November elections.
